The dispute over correspondents shifts attention to the relationship between Russian leadership and press freedom. The development of the past decades shows that Russian President Vladimir Putin has been quick to limit independent reporting as much as possible from the beginning.
Pressure on critical media was one of the first measures taken by Putin’s administration shortly after taking full power in the country at the end of 1999. In the first half of 2000, authorities began searching and intimidating the editorial office of NTW, a TV channel owned by oligarch Vladimir Gusinski, who was accused by Putin’s predecessor Boris Yeltsin of having significant influence in the Kremlin.
Despite its proximity to Gusinsky, NTW stood for critical journalism. The station investigated what caused the second Chechen war in 1999, covered the sinking of the Kursk submarine in 2000, and mocked politicians in its legendary satirical show „Puppet.“
This was not long under Putin. The prosecutor’s office initiated investigations into alleged financial irregularities, then forced Gusinsky to sell his media holdings to Gazprom in the spring of 2001. Many journalists left the channel, and Gusinski even left the country.
NTW served as a warning sign for the entire television landscape, which was increasingly brought under government control or closed down, such as TW-6. In 2013, Reporter Without Borders reported in a report that the Kremlin had largely controlled national TV channels and critically disadvantaged them through centralized transmission systems.
The print media also began to feel the state pressure more and more. The prestigious newspaper Kommersant was sold by its then owner, oligarch Boris Berezovsky, to his business partner in 2006, who later sold it to Kremlin-allied oligarch Alisher Usmanov. Berezovsky had fallen out with Putin and died in London under never fully clarified circumstances.
Journalists also began to face the risk of their lives. The most famous case was journalist Anna Politkovskaya, who reported on the Chechen war and corruption in the army and was murdered in her home in 2006. According to Reporter Without Borders, until 2009, 22 journalists had been killed in Russia.
However, there were still some opportunities for independent journalism - possibly assuming that only a small number of Russian citizens would reach these outlets and use them as a fig leaf against critics. Radio stations like Echo Moskwy, the TV channel Dozhd, or the weekly newspaper Novaya Gazeta could continue to report independently until the full-scale war against Ukraine began in 2014.
In 2017, Alexei Venediktov, former editor-in-chief of Echo Moskwy, called them „the last independent media in Russia.“ However, they had to deal with being labeled as foreign agents since 2016. In that year, the Duma expanded a law on media to include non-governmental organizations as „foreign agents“ and possibly banning them.
In 2019, this label was extended to individuals. The radio station Dozhd had to register as a foreign agent in 2021 and, among other things, display a warning notice in its own publications. The Russian-language Internet organization Meduza, based in Latvia, was also registered as a „foreign agent“ by the Russian Justice Ministry in 2021.
Additional pressure since the beginning of the war#
The full-scale invasion of Ukraine on February 24, 2022, ended the policy of limited, controlled freedoms. In March 2022, the Duma passed a law that, among other things, provides for up to 15 years in prison for disseminating allegedly false information about the war in Ukraine and Russian forces.
The TV channel Dozhd, which had already been broadcasting only via the Internet since 2014, had to halt its broadcasting and relocated initially to Latvia, now broadcasts from Amsterdam. Echo Moskwy ceased its program a day later. Nowaja Gazeta, founded by Dmitry Muratov, who was awarded the Nobel Peace Prize in 2021, appeared for the last time in Moscow at the end of March 2022 and is now operating from Latvia.
The internet is subject to strict control by state authorities. Foreign news outlets such as BBC or Deutsche Welle are blocked, sites like Facebook and Instagram are banned, and platforms like Google News are censored. Anonymous browsers like Tor are being attempted to be blocked.
Correspondents as hostages#
The new media laws give the state authorities another means of arbitrarily targeting unfavorable reporting - even of foreign correspondents. A particularly drastic example is that of US journalist Evan Gershkovich, who was arrested in March 2023 on charges of espionage and sentenced to 16 years in prison in a fast-track trial.
Not even a month later, he was released as part of a larger prisoner exchange - including the „Zoo Murderer“ Wadim Krasikow returning from German custody. Most observers believe that his arrest was always intended to be the goal of his detention in Russia.
Reporters Without Borders ranks Russia 162th out of 180 countries for press freedom. Currently, 33 journalists and six media workers are reportedly held in prison.
